In a communication letter from Medical Council of India to Dr. K K Aggarwal of Indian Medical Association dated 28th September 2017, MCI seeks help of IMA to implement Unique Permanent registration number (UPRN) a new format of IMR with digital and central nature. With the implementation of UPRN every registered doctor needs to register on the Doctors login of MCI website and apply for new UPRN online and upload documents.
MCI also proposed to Aadhar Link the UPRN and then a system generated UPRN will be generated after uploading the documents. State medical councils will physically verify the documents the date and time of State medical council appointment can be taken from the MCI website. Upon physical verification, the UPRN will become permanent. With this step, the State medical council will lose the powers of registration at the state level and doctors will not have to face the problem of multiple registration numbers.

A bench of Justices Adarsh Kumar Goel and U U Lalit gave the ruling on a petition filed by Bijoy Kumar Sinha who lost his wife due to alleged medical negligence of Dr Biswanath Das who conducted a hysterectomy surgery at Kolkata's Ashutosh Nursing Home in Kolkata. 1) National Eligibility-cum-Entrance Test-PG (NEET-PG) 2018 & National Eligibility-cum-Entrance TestMDS (NEET-MDS) 2018 shall be conducted by National Board of Examination.
2) As a measure to enhance security of examinations, NBE has decided to collect Aadhaar Number from all applicant candidates in NEET-PG 2018 & NEET-MDS 2018 and hereby notifies the following:
a) Candidates, who are in possession of Aadhaar, shall provide Aadhaar number during online registration for NEET-PG 2018 & NEET-MDS 2018 for the purpose of his/her identity and authentication thereof.
b) Candidates, who have not yet enrolled for Aadhaar, are hereby required to apply for Aadhaar enrolment in case he/she is entitled to obtain Aadhaar as per Aadhaar Act. Such applicant may visit any Aadhaar enrolment centre (list available at www.uidai.gov.in) to get enrolled for Aadhaar.
c) Candidates who have enrolled for Aadhaar but have not received Aadhaar should enter his /her 14 digits Aadhaar Enrolment ID (including slash) printed on the Aadhaar enrolment slip at the time of online registration for NEET-PG 2018 & NEET-MDS 2018.
3) The above provisions shall be applicable for all candidates except for candidates who are domicile of J&K, Assam & Meghalaya. However, candidates with domicile from the states of J&K, Assam & Meghalaya are required to provide their Aadhaar if they had been issued Aadhaar card.
4) The candidates who are domicile of the states of J&K, Assam & Meghalaya (if not having Aadhaar Card) need to enter the Passport Number/PAN Number/Driving Licence/Voter ID
UPSC : Combined Medical Services (written) Examination 2017 Result Declared
The Union Public Service Commission has released the list of candidates who have qualified for Interview/Personality Test for Combined Medical Services Examination 2017.
On the basis of the result of the written part of the Combined Medical Services Examination, 2017 held by the UPSC on August 13, 2017, the candidates who have qualified for Interview/Personality Test can be downloaded from the website..
The exact date of interview will, however, be intimated to the candidates through e-Summon Letter. Interview Schedule will also be made available on the Commission's website. The candidates are requested to visit the Commission’s website for updates in this regard.

Organ donation: Step-parents, step-siblings to be defined as ‘near relative’
KOLKATA: In a welcome move for those awaiting organ donation, the Union government plans to include step-parents, step-siblings and extended family in the list of "near relatives" eligible to act as donors.
Currently, the definition of a near relative is quite specific: a person's parents, children, spouse or siblings. In 2011, the law was amended to include grandparents and grandchildren. But has not led to any significant increase in the availability of living donors, the government observed.
But despite this recent expansion in the definition of near relative, the health ministry had been receiving a number of grievances, of which majority are requests for organs due to non-availability of viable donors or blood group mismatch with the near relative.
Therefore, the health ministry has put forward a draft amendment which proposes to bring step-parents, step-siblings and extended family under the ambit of the Human Organs and Tissues Transplantation Act 1994. The minstry has already posted a circular on its website and sought comments from the public till September 25 on the same.
Health ministry officials consider this initiative to be a game changer, as they believe it will help authorities crack down on the black market of organ selling.
Additional Health Director of West Bengal Aditikishor Sarcar said, "This is a good initiative by the centre. We will raise our concerns."
Health Ministry Directs MCI To Establish MD-DNB Equivalence
Taking cognisance of the issue of equivalence of the MD- DNB degrees for the purpose of medical academia, the Health ministry has now directed the MCI to amend its TEQ regulations, deleting 3-year junior residency and specifically mentioning DNB along with MD/MS in the academic qualifications for various faculty posts.
MCI with its amendment of Teachers Eligibility qualifications (TEQ) regulations had spelt major difficulties for candidates who pass out their DNBs from institutes that are not MCI recognised. With the said amendment, a DNB degree holder from a non-MCI recognised institute would require 3 years of junior residency and 2 years of Senior residency, to be eligible for a teaching post of assistant professor, implying a clear 5 years of additional service if they dream to have a career in Medical Academia.
This was followed by hordes of DNB candidates, furiously writing to the health ministry, NBE, as well as others, concerned seeking relief in the matter. The move caused the NBE officials rush to the health ministry as well as PMO in order to seek relief.
Now, a clarification has been issued by Health Ministry. Defining its stand on the amendments, the Health ministry informed that it has asked the MCI to remove the three year JR requirement and also deal with the issue of DNB- MD equivalence.
The matter is being pursued by with MCI and a decision will be taken on receipt of their recommendation.
